It is with regret that inspite of our earlier mail dated 28th Zhul Qaida 1434 (3rd Oct 2013) you are approaching again the Saudi Authorities to change the criteria of Ummul Qurra Calendar.

From your yesterday's mail titled " Petition Report from Saudi Arabia ", which is given at the bottom of this mail, it is understood that you have given a Petition and have met some authorities too urging them to adopt the concept of "Imkane Ruyiah".

Our regret is that in spite of sending repeated mails to you for years requesting you to stop promoting this Bid'ah of sighting the hilaal in order to start the new month (Imkane Ruyiah), you are not taking heed of such reminders and are continuing and urging people to follow this Bid'ah.

We have asked you as well as all advocates of "imkane Ruyiah" , to provide an authentic hadeeth which says that the Prophet (Sallallaahu alaihi wa sallam) ever went in search of such a SETTING moon in order to start the new month or asked the Sahaba (RA) to do so. No one, including you have produced any such hadeeth so far, and as long as no such hadeeth is produced your concept will be classified only as "BID'AH".

We have also asked all those who support "imkane Ruyiah" who claim that the month of Ramdhaan can be started whenever the waxing hilaal is seen, even if it happens after 2 or 3 days, why the Prophet (Sallallaahu alaihi wa sallam) was observing the phases of Sha'baan meticulously , throughout the month, if the month of Ramdhaan can be started on any day, subject to visibility of hilaal, as claimed by them. We are yet to get an answer from any of you. Still you are continuing the Bid'ah.

In another authentic hadeeth the Prophet (Sallallaahu alsihgi wa sallam) was seen correcting Sahaba (RA) who said 8 more days are there to end the month by telling them that month can be of 29 days too and that there remained 7 more days for that particular month to end. This shows that he (Sallallaahu alaihi wa sallam) by observation of the moon phases in the first quarter itself computed the number of days in that particular month.

This also shows that the Prophet (Sallallaahu alaihi wa salam) was not starting the month after seeing the waxing, SETTING hilaal on the western sky, as claimed by people of Imkane Ruyiah.

The Prophet (Sallallaahu alaihi wa sallam) used to start I'thikaaf from the Fajr of 20th of Ramdhaan in some years and from the Fajr of 21st in other years. But I'thikaaf was observed exactly for LAST TEN Days only whether the starting was on 20th or 21st !! Never for 9 days or for 11 days !! How could he (Sallallaahu aliahi wa sallam) ascertain the LAST TEN days exactly, that too before the end of the month. It is obvious that "Imkane Ruyiuah" was not practiced at all.


Committing a mistake un-knowingly may be forgiven by Almighty Allah. But repeatedly committing the same sin, even after repeated reminders, is not desirable of a Muslim. A true Muslim never gets bitten twice from the same hole. But, you and your organisation who are seen wasting time, money and energy in order to promote a Bid'ah without heeding the repeated reminders must fear Allah and restrain from such sinful activities.

Or else, prove with authentic hadeeth that your practice is a Sunnah. If you are unable to do so, stop this Bid'ah. You knew very well that all Bid'ah leads to Hell fire. ITHAQULLAH !!

In your latest attempt you are approaching the Saudi authorities to once again change the criteria of Ummul Qurrah Calendar and adopt "Imkane Ruyiah" which is pure Bid'ah.

Why should not Saudi Arabia use their Ummul Qurrah calendar if its dates tally with the moon-phases, as directed by Noble Quran 2:189 ?? Why should you go against Saudi Arabia if they follow Noble Quran ???

Noble Quran (2:189) clearly states that the moon-phases are the dates for the mankind and for HAJJ. Please note that Hajj is specifically mentioned in this verse which teaches the basics of Lunar calendar. One of the reasons may be that Hajj has to be performed on specific, "appointed days" of 8th Zul Hijjah to 13th Zul Hijjah. These dates must tally exactly with the 8th phase of moon to 13th phase of moon. Allah knows best.

If you knew the history of Saudi Arabia's Ummul Qurrah calendar, you would not have attempted again. Saudi Arabia was using the True Ummul Qurrah calendar till 1420 H. Afterwards some criteria were introduced which tainted its accuracy. At present, if they want to correct their mistakes, why you and your organisations are so upset ???

You and your organisation should have been upset, when some of their past dates were not tallying with the moon-phases.

Hence, you are requested to abstain from presenting false petition to Saudi Arabian authorities.

You are also requested to abstain from promoting the Bid'ah of seeing the hilaal in order to start the new month.

You are also requested to correct your calendar and make sure that your Hijri dates tally with the moon-phases as directed by Noble Quran 2:189.

We urge all who read this mail to request Saudi Arabian authorities not to accept the Petition submitted by ICOP in support of Imkane Ruyiah.

They are also urged to request the Saudi Arabian authorities to revert back to the criteria of the original Ummul Qurrah Calendar which they were following till `1420 H.

The criteria followed till 1420 H were correct and 100% in accordance with the directions of Noble Quran and Sunnah. They should accept what Tafseer Ibn Kathir correctly states that the Day of Conjunction is the last day of the month.

In this context it may be noted that some unscrupulous elements are spreading an allegations that starting the new month with Conjunction is a Jewish tradition. The truth is that the concept of "Imkane Ruyiah" is the Jewish practice and it is the Jews who start the new month, after Sun-set, only after the hilaal is seen on the western sky. All are convinced that the advocates of "Imkane Ruyiah" are, in fact, misleading the people to adopt this Jewish tradition. ITTHAQULLAH !

The original Ummul Qurrah calendar, till 1420H, was following the criteria that the day of conjunction is the last day of the month (as taught by Noble Quran & Sunnah) and the new month to start on the following day. It may be noted that the new month DO NOT start from the Day of Conjunction, as alleged by enemies of Islam. It starts on the next day.

With this correct criteria, we can have an error-free Calendar which can be tabulated, forwards as well as backwards, for thousands of years. Such a calendar is envisaged by Islam which is Complete and Perfect !!

May Almighty Allah save the Saudi Arabian authorities from the cunning tactics of the enemies of Islam. Aameen.
